How Is This $3 Billion Earthmoving Project Saving a City?

Why is Fargo-Moorhead building a 30-mile-long channel around an entire city?Every spring, the Red River threatens to flood one of the flattest regions in North America. After devastating floods in 1997 and 2009, engineers realized they couldn't simply build a dam. Instead, they designed one of the largest flood protection projects in U.S. history: a massive diversion channel that redirects floodwater around the metro before safely returning it to the Red River downstream.
