đź“… On May 14, the Senate adopted a resolution from Louisiana Republican Sen. John Kennedy, after a unanimous 99-0 procedural vote on May 13.
💰 Once the Nov. 3 midterm elections are over, senators’ salaries will be held whenever funding lapses for even one federal agency. Most senators receive $174,000 per year, and the withheld money will be paid after the shutdown concludes. The measure applies only to the Senate, so no House vote or presidential signature was needed.
🔥 Kennedy began advocating for the rule in November 2025, during a 43-day shutdown over health insurance subsidies—the longest on record. This year, a 76-day Department of Homeland Security shutdown came after a dispute about immigration enforcement. Kennedy said on the Senate floor that FBI agents and park rangers had gone unpaid: "We ought to hide our heads in a bag."
⚖️ Because the 27th Amendment bars congressional pay changes from taking effect before an election, the rule cannot begin until after the midterms. Majority Leader John Thune said it might "provide an additional incentive" to prevent Democrats from shutting down the government again. Minority Leader Chuck Schumer supported the resolution: "I'm going to vote for it." Sen. Alex Padilla pointed out that resolutions do not carry the force of law, unlike bills. Government funding lasts through Dec. 11, the first deadline after the rule takes effect.
