Karen Bass just quit the Los Angeles Homeless Services Authority after more than $1 billion in alleged misuse. Now she says she has no time. She is refusing Tim Burchett’s demand to testify. Instead the authority is a scandal and the person at the top is suddenly too busy for Congress. Quitting the board is not an audit. It is an exit.Subpoena her. Cut the funding until the books are clean. Burchett asked the question taxpayers already asked. People sleeping under cardboard signs did not get that billion. The contractors and the consultants can explain the gap under oath. No more blank checks for a program that cannot survive a subpoena.
