Staffers insist the veteran Kentucky senator will be back on the Senate floor today after disappearing for months following a serious fall and lengthy recovery.Nobody has seen him in public since June, yet we are supposed to believe intensive physical therapy has him ready to handle votes and negotiations as if nothing happened. That claim is hard to take at face value.Washington has too many people clinging to power long after they should have stepped aside. If he actually appears, it will be telling whether he can still do the work or whether this is just another exercise in keeping a seat warm.
