Congress was never intended to function as a permanent retirement home for career politicians. Regular rotation of representation keeps the institution closer to the people it serves.Implementing clear term limits would inject accountability and new energy into both chambers. A government that cycles leadership remains more responsive and less captured by permanent political class. The health of the republic depends on preventing any office from becoming a lifelong sinecure.
