The emergency ended, but the spending culture never did.At the border, the administration presided over record-breaking flows. Border Patrol encounters reached nearly 1.7 million in fiscal year 2021 and 2.2 million in 2022. Overall southwest-border encounters then hit roughly 2.5 million in 2023. Encounters are not the same as unique people admitted into the country, but the scale of the breakdown is undeniable. When the White House finally tightened the rules in June 2024, Border Patrol encounters fell 29 percent in one month, proving policy choices mattered.That is why Kamala Harris’s candidacy was so mind boggling. She was not an outsider promising to reverse the damage.
