America was founded upon the principles of civil and religious liberty, yet Revelation foretells that a power with "two horns like a lamb" will eventually "speak as a dragon" (Revelation 13:11), symbolizing a departure from those original principles. Jesus taught a clear distinction between civil government and worship: "Render therefore unto Caesar the things which are Caesar's; and unto God the things that are God's." — Matthew 22:21 The issue in the last days is not whether Christians should be good citizens—they should—but whether civil power will be used to enforce religious observance. Ellen G. White warned: "When Protestantism shall stretch her hand across the gulf to grasp the hand of the Roman power... our country shall repudiate every principle of its Constitution as a Protestant and republican government." (The Great Controversy, ch. 35) Percy T. Magan likewise cautioned that when governments enforce religious duties, liberty of conscience is endangered.
