governor SCUMBERGER 🚨BREAKING: Virginia Governor Abigail Spanberger has officially signed a bill that would award the state's 13 electoral votes to whoever wins the national popular vote — regardless of how Virginians actually vote.The legislation, part of the National Popular Vote Interstate Compact, passed mostly along party lines with Democrat votes.
