Now — after stabbing a 23-year-old Ukrainian refugee to death on a train in front of witnesses — he may never face a jury for her murder.
Let me ask the question nobody wants to answer.
If Decarlos Brown was too mentally incompetent to stand trial —How was he mentally competent enough to be released fourteen times?
The system knew. His family knew. The courts knew.
They released him anyway. Every single time.
Iryna Zarutska didn’t get fourteen chances.
She got none.
She survived a war.
She was building a life.
She was minutes from home.
And a man the system failed to stop — fourteen times — ended it in seconds while strangers looked away.
He remains in custody. But he may never be held fully accountable for what he did to her.
That is not justice.
That is a system that protected the wrong person — repeatedly — while an innocent woman paid the ultimate price.
