Right. Who says it did? It didn't start in 1947 or 1948 either. In 1929, as part of the larger riots, Jews throughout the land were attacked.
Jews had lived in Hebron for thousands of years, but in 1929 they were killed and had to be evacuated. Some returned but had to leave again in the 1936-1939 riots.
This was not the first series of events nor the last, but it led to the formation and reformation of Jewish defense organizations.
This started long before the Holocaust and long before the creation of the modern State of Israel.
