On a sunny day in October of 2025, Kelly Mumm was walking his dogs along a service road in Scott’s Bluff National Monument when he came across a strange scene. Parked beneath the soaring sandstone peaks were a large number of police and first responder vehicles, and with them a crowd of yellow-vested workers.
