So she’s basically saying that they are only counting the ballots by hand, and not tallying up each individual vote. That’s not the understanding that WE THE PEOPLE have. Thank you for posting this

Poll workers never do vote tabulation. They only supervise the voting process - which includes (or should include) verifying that the number of physical ballots collected matches the number scanned by the machine
