When this happens, it's usually because the owner only shared it with a small group of people or changed who can see it, or it's been deleted.
Try this on for size, a Petition that would have done much of this. A few of my buddies and I came up with it, but no lawyer, politician, or judge we talked to wanted to endorse it, even though many said they agreed with it.
