Kennedy Jr. announced today that the federal government is pausing more than $1 billion in Medicaid payments to California and Minnesota. The money stays frozen until those states prove the payments were legitimate. The pause covers roughly $867 million for California and about $200 million for Minnesota. Every American should welcome this move, because the fraud behind it is one of the worst scandals in the history of our safety net programs. Consider what federal investigators found. In California, spending on in-home care services grew far faster than national trends, and reviewers flagged claims the state could not document. In Minnesota, roughly 3,000 providers were recently removed from Medicaid after failed background checks and failed site visits. Federal officials even found millions of dollars billed for services supposedly delivered to people who had already died. That money was meant for poor families, seniors, the disabled, and children who need real medical care. When criminals loot Medicaid, the most vulnerable Americans pay the price first. Every dollar in the program comes out of a working family's paycheck, and stewardship of that money is a moral duty. The clearest example is autism services. In May, the Justice Department charged 15 people in Minnesota with more than $90 million in health care fraud. The takedown included the largest Medicaid autism fraud case ever charged by the department, a $46.6 million scheme built on kickbacks to parents, phony autism diagnoses, and bills for therapy that never happened. The numbers show how far out of control this got. Minnesota's Medicaid autism program paid out about $600,000 in claims in 2018. By 2025, that figure had grown past $400 million. No honest program grows like that in seven years. The scandal came to light in part because a young independent journalist named Nick Shirley walked into Minnesota facilities with a camera and found empty buildings billing taxpayers. His videos drew hundreds of millions of views and forced Washington to pay attention. When citizen journalists do the oversight work that state governments refused to do, the people running those governments owe the public an explanation. Meanwhile, honest providers are being crushed. Jennifer Larson has run the Holland Center in Minnesota for more than 20 years, serving children with autism through decades of clean audits. She told Congress in January that the state withheld more than $400,000 from her program during its blanket payment freeze, forcing her to borrow money to make payroll. When trusted centers close, children lose their therapy, and families watch years of progress slip away in weeks. That is the double tragedy of fraud on this scale. Criminals steal the money on the front end, and then the government's cleanup punishes the very families the program was built to serve. The stakes keep rising. The CDC now reports that 1 in 31 American 8-year-olds has been identified with autism. Those families need every Medicaid dollar to reach real therapists providing real care. The path forward requires three things. Prosecute the criminals swiftly and send them to prison. Screen providers before they can ever bill the taxpayer, using the same fraud detection technology credit card companies run every second of every day. Pay honest providers on time so children keep the care their doctors prescribed. Governor Newsom and Governor Walz now face a simple test. If these payments were legitimate, they can show the documentation and the money flows again. If they cannot, taxpayers in their states and across the country deserve to know exactly where the money went. Fraud in Medicaid steals from taxpayers, from disabled children, and from the trust that holds communities together. It's time to expose and stop all Medicaid fraud!
