Joepedo wasn't stupid, he was incompetent. AOC-Dash-Cortez is trying to be the first one ever too stupid to have the job but getting it anyway. Just like Hussein wasn't eligible because he wasn't born here but got it stolen for him anyway to be the first ever non-citizen to hold the office (hostage).
