In September 11, 2001, New York Harbor became an unexpected lifeline. As Lower Manhattan filled with smoke and normal transportation collapsed, civilian captains, ferry crews, tugboat operators, and mariners moved toward the danger instead of away from it. Boat after boat began carrying stranded people across the water, creating a massive improvised evacuation built on instinct, courage, and cooperation.
