I know when I started kindergarten it was a requirement to be potty trained, when my son started kindergarten he had to be potty trained. That doesn't mean there weren't accidents, but for the most part they know when they need to go and can do so without help. Children with disabilities got exemptions, and had someone to help them. Apparently things have changed...
