FUN FACT: Congress never had (and still does not have) any Constitutional authority to approve any "personal" welfare like food stamps, section 8 housing etc. Such charity is the responsibility first of family, then the church, then the community (in days of old known as the Community Chest), to be regulated by those entities. Government was to stay out of it. LBJ (Democrat) inserted government, illegally and Dems have been robbing us with it and destroying families and initiative ever since.
