Evil leaders, despots, dictators and those that want to remain in the shadows and foster their efforts all believe the only way for them to win is to rule by fear and intimidation. When the goals are world domination, genocide, terrorism and oppression the methods are basically all the same. Keep the populace ignorant, placid and otherwise occupied so they don’t have the time, aptitude or ambition to challenge the powers to be. Slowly degrade the educational system; encourage mass indulging in all manner of entertainment diversions and promote wide distribution of pharmaceuticals, hallucinogens and opiates. Keep the minions working harder, producing more, chasing "the dream" while those in power consolidate their profits.
