Ralph Pezzullo says that if you looked for the fraud in blue urban areas, you wouldn't find it, because they didn't increase votes where people may look.
Instead they systematically reduced President Trump votes in Red rural counties - where it wouldn't be noticed and where people wouldn't look.

Pezzullo outlined the cheating scheme in his book Stolen Elections: The Takedown of Democracies Worldwide.
He based his findings on years of investigations with former CIA officer Gary Berntsen and partner Martin Rodil.
Pezzullo says he's one of the engineers who built the algorithm.
According to the book, they avoided obvious over performance in Democrat strongholds - instead directing the software to target rural counties where Trump ran strongest, shaving enough votes to flip the statewide result without drawing immediate suspicion.
The numbers appear to confirm Pezzullo's claim:

2016: Trump 54.71% (102,573 votes) — Clinton 36.62% (68,657 votes). Trump margin: +18.09 points.
2020: Trump 52.36% (121,270 votes) — Biden 45.19% (104,653 votes). Trump margin: +7.17 points.
🟧Mesa County (Grand Junction area)
2016: Trump 64.10% (49,779 votes) — Clinton 27.98% (21,729 votes). Trump margin: +36.12 points.
2020: Trump 62.78% (56,894 votes) — Biden 34.80% (31,536 votes). Trump margin: +27.98 points.
The book says those Republican margins would have been higher without the shaving of Republican votes in Republican counties.
Another engineer testified under oath on produced source code, system logs, or contemporaneous documents confirming the specific Colorado operation.
The book traces the software’s origins to systems developed in Venezuela under Hugo Chávez, later adapted and deployed through election-technology companies that secured contracts in the United States and dozens of other countries.
Berntsen and Rodil have described teams of mathematicians, statisticians, and engineers who planned the interventions a year or more in advance, using maps of expected vote patterns to keep final margins close enough to appear legitimate.
