The independent inquiry into the UK’s grooming gang scandal found that more than 13,000 suspected rapists and child sex offenders received cautions while Keir Starmer was Director of Public Prosecutions.The report states that serious sexual offences were often dealt with through out-of-court disposals rather than prosecution.
