States can secede. But is there a legal mechanism to eject them? That would be the best way in my mind. If they leave voluntarily they might wanna come back later. There could be plenty of reasons to be cautious, but no solid reasons for refusal just for leaving. If they're kicked out, they could be permanently banned by the same action.
