If you have proof your voter registration was changed without your permission, and were therefore disenfranchised from voting in OR’s primary, you MUST contact Harmeet Dhillon’s office. A myriad of Oregonians had NAV ballots sent to them, while they were actually registered to a party, which locked them out of voting for a primary candidate. Others whom were registered didn’t receive ballots, or received ballots for dead people/people who moved out of state. Voters who were previously registered with a party found out they were changed to NAV without their consent. Motor voter states are NOT allowed to change your registration (if you’re already registered) without your consent. DMV is not allowed to do this during ANY transaction/paperwork without your knowledge or consent. It is a Federal crime to do so. NVRA (52 U.S.C. § 20511): This federal law explicitly criminalizes knowingly and willfully procuring or submitting materially false, fictitious, or fraudulent voter registration applications/changes. It applies to actions that deprive residents of a fair election process. It covers election officials and carries penalties of fines and/or up to 5 years in prison. While the statute references elections for federal office in some parts, the broader fraud provisions and DOJ guidance extend coverage via the unitary system. The federal government can prosecute state officials (or others) for unauthorized voter registration changes even in a purely state election like a primary. This is primarily due to the “unitary” nature of voter registration in the U.S. • DOJ/FBI position (from official Federal Election Fraud Fact Sheets): Federal jurisdiction exists “in connection with voter registration” regardless of the type of election, because of the unitary system. It also applies in any election (federal or nonfederal) if an election official acts “under color of law” (i.e., using their official position).
