DeCarlos Brown Jr., the man who killed Iryna Zarutska, was just found “incapable to proceed” on the state murder charge brought against him.So he’s too incompetent to understand that what he did was wrong, and that’s why he shouldn’t face prison?I’m so disgusted by so much evil, and I’m sick and tired of people getting away with it.
