Dogs are meant to live with care and companionship—not spend their lives tied up outside, exposed to harsh weather and neglect. In 2021, Greg Abbott signed a law aimed at putting an end to inhumane chaining practices across Texas. The move came after years of concern from animal welfare groups who had seen countless dogs left tethered for long periods, often without proper shelter, shade, or reliable access to water. The new law bans the use of heavy chains and similar restraints for outdoor dogs. It also sets clear standards, requiring that any dog kept outside must have proper shelter and protection from extreme heat, cold, and storms—ensuring they are no longer left to endure dangerous conditions.Advocates have long warned that constant tethering can lead to serious physical injuries, emotional trauma, and prolonged suffering. For many, this law represents a long-overdue shift toward treating outdoor dogs with dignity and basic care.Because a life at the end of a chain is not a life any dog deserves.
