In an internet video, Dem Rep Pramilla Jayapal claims eliminating universal mail-in ballots and requiring IDs to vote is a “tactic” that 50% of Americans are incapable of fulfilling:“So their new tactic seems to be around going after mail-in ballots and forcing IDs for people. And remember that if you have to have an ID, you have to come up with a birth certificate. Your birth certificate, 50 percent of Americans don’t have birth certificates, 50 percent of the country — 50 percent of women who are married have a birth certificate where the name is different from your ID.
