Critics say that all the program does is give taxpayer dollars to keep alcoholics addicted rather than promote recovery.
Launched in 2020 during C*VID the MAP is now a permanent program.
Over the six year period, the MAP has served about 55 unique clients in total, with costs accumulating to around $30 million to date, largely funded by city taxpayers and potentially offset by some Medi-Cal reimbursements. (which is funded by taxpayers)
