Surveillance video from 2015–2018, originally uncovered during a Minnesota fraud probe, is going viral again amid the 2025 child care fraud scandal.
The footage shows parents briefly checking kids into a Minneapolis day care, then leaving with the children minutes later — while the center billed the state for a FULL day of care. Some days, no kids showed up at all, yet reimbursements were still claimed. Investigators also documented kickbacks paid to parents.
The center at the heart of the video?
👉 Quality Learning Center (famously misspelled “Quality Learing Center”).
Why this matters now:
Independent journalist Nick Shirley visited the same facility in December 2025 and found it empty during operating hours, despite records showing it received about $1.9 million in taxpayer funds in 2025 alone.
Federal agencies have since surged into Minnesota. The FBI says this may be “the tip of a very large iceberg,” with potential fraud across programs reaching into the billions.
Minnesota officials insist no new charges have been filed yet — but this footage proves one thing:
