King David wrote this song 1015 years before the birth of Christ.
He speaks prophetically, that the Almighty never wanted the blood of bulls and goats; what He wanted was for someone to hear Him and obey His words.
In verses 7-10, which I encourage you to read for yourself, David speaks prophetically of Christ: "7. Lo, I come in the volume of the book; it is written of me, 8. I delight to do your will, O my God: yes, your law is within my heart."
The Almighty planned the salvation of mankind, but Christ is the One who completed it.
Christ says, "I come to do your will, Father, and I delight in doing it. I will preach Your message of salvation truthfully."
Christ, being sinless, took on the punishment for every sin on His body, even unto death on the cross, because of His love for us. Amen.
