News Gov. Tim Walz’s administration is refusing to release the records of Medicaid providers recently accused of widespread fraud in the hundreds of millions
Whistleblowers said the fraud in DHS programs - since Walz took office in 2019 - is more than $6.5 billion, with only $2 billion recovered so far through federal investigations and state audits.
Much of the money was discovered to be sent back to Somali to support al-Qaida-linked terror group Al-Shabaab.
Walz' refusal to release the information on the suspended providers has sparked outrage and accusations that Walz is protecting the fraudsters - that are primarily Somali-migrants in Ilhan Omar's district (who is also a Somali migrant)
The refusal comes over DHS's handling of Medicaid-funded programs like Housing Stabilization Services (HSS) and autism therapies, which have ballooned from modest budgets to hundreds of millions each year under Walz, because of organized schemes.
Federal prosecutors have charged dozens in schemes by Somali migrants who were defrauding these programs, with losses already hitting $500 million in prosecuted cases alone – a figure experts say could double as investigations expand.
Whistleblowers, including anonymous DHS insiders, pegs total fraud at over $6.5 billion across DHS contracts, grants, and Medicaid billing since 2019. This as the state faces a projected $6 billion budget deficit.
Details:
🔻DHS has stopped payments to Medicaid providers 485 times in 2025 alone, citing "credible fraud allegations."
🔻However when lists of suspended HSS providers were requested by the media, after FBI raids last summer, the agency denied access, claiming it could "compromise investigations" – even though a 2023 law change explicitly allows such releases to build public trust.
🔻Insiders report DHS dismissed early red flags on explosive program growth, like HSS jumping from a $2.6 million projection in 2020 to $104 million by 2024.

🔻Autism claims skyrocketed from $3 million in 2018 to $399 million in 2023, with kickback schemes involving fake diagnoses.
🔻Only after relentless federal pressure did Walz order a third-party audit by Optum in October pausing payments in 14 "high-risk" programs for up to 90 days.
🔻The $2.3 million investigation flags suspicious billing but excludes managed care claims – a loophole critics say lets fraud slip through.
🔻House Speaker Lisa Demuth, R-Cold Spring, called it "too little, too late," noting 28 fraud scandals have erupted on Walz's watch.
A bipartisan group of Minnesota Congress members, including Reps. Brad Finstad and Tom Emmer demanded a U.S. investigation in July, blasting DHS for receiving $20.1 billion in federal funds each year, while failing to safeguard them.
"This is the epicenter of waste under Walz," Finstad said.
Some high profile Minnesota fraud cases perpetrated by Somali migrants:
🔻Feeding Our Future Scandal: $250 million stolen from federal child nutrition funds funneled through state programs.
🔻Housing Stabilization Services (HSS): Over $300 million paid out since 2021 with $10 million recovered in September indictments against eight providers for fake billing. The entire program was terminated in October because of "massive" schemes.
🔻Autism/EIDBI Services: Billing exploded from $6 million in 2018 to $192 million by 2025, with FBI raids uncovering millions in fraudulent claims for unqualified staff and ghost services.
🔻At least $20 million tied to indicted clinics like Smart Therapy Center.
🔻Personal Care Assistance (PCA) Frauds: $9.5 million scheme led by indicted nonprofit chair Ali Elmi, plus $7.2 million from Blaine agency owner Abdifatah Yusuf (convicted August) and $7.3 million from felon Chavis Willis.
🔻Substance Abuse/Recovery Programs: $18.5 million settlement with NUWAY Alliance in June for kickbacks and double-billing. Ongoing Evergreen Recovery case involves millions in overbilled "sober home" kickbacks.
