When disaster strikes — when winds howl, floodwaters rise, and fear takes over — too many pets are left behind, chained to fences, trapped in yards, waiting for someone who never comes back. Their cries get lost beneath the storm. Their loyalty becomes their sentence.
Florida has seen this heartbreak far too often. During past hurricanes, rescuers waded through waist-deep water, finding dogs tied to trees, locked in kennels, and left to face the unthinkable. Some survived. Many didn’t. But one story, in particular, sparked outrage and change — the story of Trooper, a dog left chained outside during Hurricane Irma. Trooper survived against all odds, and his story became the symbol of a movement demanding justice for animals abandoned in disasters.
Now, as of May 28, 2025, Florida has answered that call. Trooper’s Law (SB 150) — signed by Governor Ron DeSantis — makes it a third-degree felony to restrain or abandon a dog outdoors during a declared natural disaster or mandatory evacuation. The penalties are severe: up to five years in prison and a $10,000 fine. But for thousands of dogs who once had no protection, this law could mean the difference between life and death.
The message is clear: if you have time to evacuate yourself, you have time to save your pet.
This new law isn’t about punishment alone — it’s about accountability, compassion, and preparation. Disasters don’t just test our infrastructure; they test our humanity. Trooper’s Law draws a hard line where empathy should never fail: you do not leave your animals behind.
And it isn’t alone. Signed the same day, Dexter’s Law strengthens animal cruelty penalties and expands protection for abused or neglected animals, ensuring that repeat offenders can no longer hide behind weak enforcement or loopholes. Together, these two laws form a shield — one for animals caught in storms, and one for those trapped in cycles of cruelty.
Florida is no stranger to hurricanes. But with each season, the state learns and grows. Trooper’s Law sends a message that the life of a dog is not disposable — not during chaos, not during fear, not ever.
Because dogs don’t abandon us.
When the thunder rolls, they hide beside us. When the house shakes, they trust us to keep them safe. And when the storm finally passes, they’re the ones who help us rebuild our hearts.
We owe them that same loyalty.
So as another hurricane season approaches, let Trooper’s name remind us: heroes come in all forms — some with fur, some with courage, and some who never stop waiting by the door.
