The 23-year-old Ukrainian refugee Iryna Zarutska was stabbed to death on a Charlotte light rail train last month.

The suspect, Decarlos Brown Jr., a 34-year-old career criminal with a history of violence and mental health issues, was free to roam despite being arrested 14 times.
However, as details of the attack were made public via a surveillance video from the train , Mayor Vi Lyles issued a statement thanking the media for keeping quiet.
“The video of the heartbreaking attack that took Iryna Zarutska’s life is now public. I want to thank our media partners and community members who have chosen not to repost or share the footage out of respect for Iryna’s family.”
Lyles did not issue a call for justice, she did not advocate for tougher enforcement on repeat offenders, she did not demand a full review of how Brown slipped through the cracks or was recently released by a judge to roam free.
Instead, she thanked media outlets for not reposting or sharing the footage "out of respect for Iryna’s family,"
framing the censorship as compassion while the full brutality of the attack – a young woman ambushed and left to die in front of strangers – is being hidden from public view.
Background info:
Zarutska, who left the war torn Ukraine for a fresh start in America, had settled in Charlotte with dreams of becoming a veterinary assistant.

She held an art degree from a Kyiv college and was working to improve her English while building a new life free from war.
On the evening of August 22, she got on a Lynx Blue Line train dressed in her pizzeria uniform and wearing headphones as she scrolled on her phone.
Surveillance video later released by the Charlotte Area Transit System (CATS) captured the moments leading up to her m*rer.

Zarutska sat in front of Brown, who had boarded earlier without a ticket.
After about four minutes with no interaction between them, Brown suddenly fidgeted, pulled a pocket knife from his hoodie, stood up, and lunged at Zarutska, stabbing her three times in the neck and throat area.
Zarutska collapsed, bl**ding profusely as passengers froze before some rushed to help; she was pronounced de*d at the scene from her wounds.
Brown calmly walked to the other end of the car, wiped blood from his hand with his sweatshirt, removed the hoodie to change his appearance, and got off the train at the next stop, where a folding knife was later recovered nearby.
Brown, who did not know Zarutska, was arrested shortly after and is being charged with first-degree m*rder.
He's in jail and waiting for a competency evaluation, as his public defender says he's not mentally fit for trial.
Court records reveal a pattern of leniency toward this repeat offender:
