Congo's army accused Rwanda-backed rebels of carrying out multiple attacks in eastern Congo which it said violated agreements signed in Washington and Doha, and warned it reserved the right to respond to provocations.

I warned everyone years ago, that just because the IHRA isn't "binding," it wouldn't stop them from using it pass everything they want to take away our freedom of speech.
