NEW: DHS confirms to @FoxNews that a Vietnamese illegal alien ICE arrested in LA operation yesterday is a convicted murderer & gang member who was involved in shooting up a high school graduation party in San Marino in 1994, killing two teenagers and injuring 7 others. Cuong Chanh Phan and other gang members were asked to leave the party after a dispute, and came back with an AK-47, shotguns, and a handgun, then opened fire, killing an 18-year-old teen and a 15-year-old teen.
