Middleton estimated the policy cost Texas $150 million annually in subsidies.“This dismantles one of the incentives driving illegal immigration,” he saidIn-state tuition discounts for illegal migrants cost $4–6 billion annually with state financial aid costing $300–500 million across 16 states and D.C. - where illegal migrants are allowed to enroll in college and are offered in state tuition.
