Since 2022, the devices were disguised as durable, waterproof pagers with long battery lives and marketed to Hezbollah through fake ads and reviews. According to one source, the aim was not mass casualties but psychological and economic disruption: “If he’s just dead, he’s dead. But if he’s wounded, you have to take care of him. These people without arms and eyes are living proof walking around Lebanon that say, ‘Don’t mess with us.’” Mossad allegedly created front companies, including one in Hungary, to manufacture and distribute the devices. By September 2024, approximately 5,000 such pagers were reportedly in the hands of Hezbollah members, often distributed for free under the guise of legitimate sales.
