7. But God is the judge: he putteth down one, and setteth up another.

God is in charge, He will advance who He will and pull down another. Who is able to correct the Almighty.
Men rise and fall according to the will of God. Governments rise and fail according to His will.
This song speaks of a contrast between a festive and hospitable dinner and the host presenting his guests with a pleasant cup and the compulsion that will make the wicked gulp down the nauseous drink of judgment to their reluctant lips.
Spurgeon says they that scoffed at His feast of love, will be dragged to His table of justice and made to drink their due deserts.
This word horn is a picture of strength. And God is saying the power of the wicked shall be cut off. But the righteous shall be raised to a place of honor. Amen.
