According to a recent report by Israeli +972 Magazine, Israeli soldiers returning from Gaza described a near-total absence of firing regulations while in Gaza.
Israeli troops had the freedom to shoot at will, set homes ablaze, and leave corpses in the streets, all with their commanders' permission. Testimonies from six sources, all but one anonymous, revealed that soldiers routinely executed Palestinian civilians who entered military-defined "no-go zones."
One soldier recounted, "There was total freedom of action. If there is [even] a feeling of threat, there is no need to explain — you just shoot." he described an incident in November when soldiers killed several civilians during the evacuation of a school near Al- Zeitoun neighborhood of Gaza City. The army directed displaced Palestinians to exit toward the sea, but those who mistakenly veered toward the soldiers were immediately fired at, killing 15 to 20 civilians.
He also noted that distinguishing civilians from combatants was difficult, with every man aged 16 to 50 suspected of being a terrorist. "It is forbidden to walk around, and everyone who is outside is suspicious. If we see someone in a window looking at us, he is a suspect. You shoot." Another soldier testified that soldiers would "shoot a lot, even for no reason — anyone who wants to shoot, no matter what the reason, shoots," often as a procedure to "demonstrate presence."
