There is very significant expense in bringing a 'home-built' prototype device into commercial distribution. Even if the “High frequency/High voltage” machinery can prove concept, the material world it has to develop in (and our current materials development).
The extended use of any water to mass hydrogen conversion will wear the components, moving or not. With the potential danger of leaks, erosion contamination inside reaction chamber, gases mix and ignition, etc., may require commercial focus long before any home game could ever be safely developed.
I am going to presume that -eventually- the potential reaction components may be able to be replaced like welding wire in a 110V portable home welder (see pic also). With the potential of harvesting micro components from said reaction for sale), [computer transistor sized components that can handle enough wattage to connect DIRECTLY to mechanical actuators], we could be well on our way to the /\
