How is it every other sovereign country has laws? Foreigners will NOT have the right to vote no matter how long they are here. In brief, the Mexican Constitution states that: • Immigrants and foreign visitors are banned from public political discourse. The Mexican constitution strictly defines the rights of citizens – and the denial of many fundamental rights to noncitizens, illegal and illegal. Under the constitution, the Ley General de Población, or General Law on Population, spells out specifically the country’s immigration policy.
