1. Why do the heathen rage, and the people imagine a vain thing?
2. The kings of the earth set themselves, and the rulers take counsel together, against the LORD, and against his anointed, saying,
3. Let us break their bands asunder, and cast away their cords from us.
4. He that sitteth in the heavens shall laugh: the LORD shall have them in derision.
5. Then shall he speak unto them in his wrath, and vex them in his sore displeasure.

Why do the people without God, rage against Christ? The people, meaning Israel, who rejected Christ, tried to stone Him, and finally crucified Him, could not see Christ, as the Savior of mankind.
It has been and on going process, rulers and leaders, rage against the Almighty, and Christ, the Anointed One.
The laws and precepts of God, intended to regulate human behavior, for the good of mankind, they have cast off, and ignored, and scoff at the punishment.
Here it says, the Almighty, The Self-sufficient One, shall laugh, and shall have them all in derision, this word means, God will laugh at all the threats of His enemies, seeing He has never lost a battle.
The last verse, says, Kiss the Son, least he be angry, and ye perish from the way, meaning, a kiss a sign of love and affection, is due Christ, He came as a lamb, a sacrifice, but He is now a King over all kings, when He returns, He comes as the Lion of Judah.
And if you are not on His path, you shall perish in the way you have chosen, He gave His life, that you may live, but He will not force you, you must come of your own freewill. Amen.
