The parasitic psychopaths in power will use every tool in the box and go as far as necessary for as long as necessary until they accomplish their plan for complete domination and control. Chemical or biological warfare, pollution, starvation, destruction and economic collapse - there is no atrocity too big that doesn't fit the menu. Anything that causes harm applies. The pathology of their imagination is extensive and beyond repair. It is in our best interest to start considering the unthinkable, because it is not impossible.
