I may as well vomit all this here first, if for no other reason than to check structure.
I was thinking of a "20,000 leagues under the Sea" rework, with two subs, names "Poor Pis, and Dull Fin", just to set the mood. It is -mostly- a cautionary tale with the 'boats' as the star/primary caution. I will try to describe the craft in words only, and I hope I can do the concept honor. Maybe pictures would just limit the other perspective of -others- imaginations to better results anyway. The concept is just expanding the Air Force (?) A-10 “Warthog”, where one builds the transport around a gun, Navy style.
The boats are built around 3 -mostly- developing concepts: “Carbon Fiber continuous hull construction, using a 'boring machine' tunneler, in reverse, like a 3-D printer, one ship length, linear accelerator, launch system, and EMP proof micro-fusion drive engine(s).
The Hull: The heat and machinery of a tunnel making machine is reconfigured to produce carbon fiber tube, the size of a two lane tunnel, by feeding material into the machinery and moving the construction in reverse. The nose is made extremely thick, and solid for the pressures predicted (for the speeds resulted), with a 'fin' surrounding the counter-rotation props to suppress the 'noise' with active pressure adjustment machinery on the trailing edge (like the anti-audio on the silent helicopters).
The Engines: These (2?) little bastards (counter rotational torque for aid in roll) are about the size of a 18 wheel tractor diesel, that use (mostly) water to form a continuous micro-fusion event at the TDC of a 4 cycle stroke with a pizo-electric crystal spark replacing any electrical energy required for operation. Two systems should be able to move the boat at 50 KNTS, on surface and shallow dive. I might suggest dive planes are used as hydrofoils, however..
The 'Gun': It is a big ass magnet, with materials only detected when fired. It is set the length of the boat, at a 15(?) deg. rise to the bow, from the structural foundation, under and between the engines. The sea door is positioned on the top of the subs, with an opening for all applicable size effective ordnance. The ordnance ranges from short range multiple 'hedgehogs' to a rocket assist 'orbital rods' launch and target.
Operations: There are two of these to take advantage of a information processed Doppler intercept radar fields between the 45 degree angle of travel, subs that can perceive and intercept scram missiles entering the area(and potential triple the area with ionosphere reflection). Launch (for large ordnance in particular) is done from a surfacing breech of the water to align the 'gun' more vertical, while dissipating short range counter measures (mostly stored solid co2) to cover the heat tracking from said launch and engine action. The sub then dives, while releasing more contained heat and counter measure, in a massive sea water influx for machinery temp stabilization and reload.
The hull(S?) are interwoven with a silicon or copper mesh that can produce a short High DC voltage burst, for -mostly- to counter the EMP effects of a nearby air burst, as well as acting like the radar emitter/receiver for the Doppler (one side only?)
I would suggest a crew of about 10 each (like the 17's over England) and a plot somewhat true to the original book, But we could do a sequel with the whole “Shrunken core Moon story”. "Tell Scotty to stop playing golf with the guidance system!!!"
Etc: “Strider” controls and display for the helmsmen (adapt controllers for home machines)?. A 'bubble machine for the very front (hyper-sonic speed). Short range defense from 2” drones ejected with the solid co2 pellets tubes. Can food be made from sea water (peanut butter on toast for the required hot meal)?
And then there is the whole 'pre-history' Klingon series programming; “Romulus and Remus...Seems like a good time to circulate a story about carbon fiber subs built (like the A-10 “Warthog”) around the weapon.
“Only Rodman could go to North Korea”.
Rail gun to lift the orbital rod past the radar, before the boost engine kicks in,... etc...
= new swim ponds in Montana...
Introducing “The 17's”. 17 personnel in each sub, the size of 8-40' cargo containers/a double lane boring/production machine, unknown number of subs, with an old tradition of San Francisco being a 'shanghai city', missing 17 year old people (George Washington was only 19 years old).
Add some 'Foster's oil can product placement', (for dry ice 'distraction charges shapes) and some good rides at the amusement parks / sets. ...etc...
It (my) concept is to emulate a story about the conditions of the B-17 crews in WW-2, set in modern standards (some food made from the sea water, unlimited patrols, etc.)..
BTW, 8 – 40' containers, welded together, could make a great interior sound set/amusement park ride with today's 'off the shelf tech'.
It is a shame that pics are not so easy communicated here, but the format has it's advantage in the written word. Lord knows I need the practice.

The point being: ANY -organized- country / organization on the planet can hold ANY admin building/country estate (depending on accuracy) hostage to the international standard.
I managed to get the exterior moving parts down to the rotational seal around the props, and the two pivots from the dive plains. The control is from hydraulic diversion of the sea water to the upper or lower trailing edge of all the control surfaces. This is also used to suppress the prop noise with an inverted sine wave pressure response to sound (like the helicopters). I also needed a way to move enough water from the hydrofoil pick up into the heat exchange area post prop for hydrofoil thrust.
