The SEC applies more scrutiny to deals in which the buyer is getting a bargain than deals where the seller is getting a payout. So what will happen here is that the SEC investigation will conclude rapidly - seeing that Elon isn't going to make as much money as some people claimed he would, and that he's actually overpaying for Twitter - and in return he'll be able to expand his version of Twitter over the next 5 years. This will not delay the ACTUAL timeline of the sale.
