Corruptifornia's Luciferian governor Gruesome Newsom has ordered his lackeys to send out recall election mail-in ballots with holes in the envelopes so that they can see if the person voted YES or NO on Gruesome's recall without opening the envelope. Obviously, if they see YES, they'll just throw the ballot away.
