The fear was a "federal government" that would be to strong so the framers "gave" certain powers (enumerated) to the federal government while reserving most governing powers (reserved) for themselves, and sharing a few others between the federal and state governments (the ability to tax is one example of shared powers).When the federal government over steps, it is the responsibility of the states to correct it! Does anyone remeber the last time there was a convention of states to correct federal government over reach?
