We need to build systems and structures HERE, to spend the money HERE, and just send clean energy production machinery!
...and not just housing, but ships, tractor trailer engines autos (but maybe not planes). They are large enough to carry the distillation equipment on them for conversion to LNG and used in low pressure heat to steam probably more reliably, is some slower.

Reparation's are not going to be on the table, and if they were, the indigenous would be first in line. We can, how ever all contribute to the NEGATIVE co2 build and develop that way.
Most of this would be automatic, with just -one- change in energy management policy: RETAIL sale of residential generated CLEAN energy, using the utilities as a service provider, charging only according to the size of the cable to the property (selling on a web site to highest bidder).
Besides solar and wind, out buildings can be refitted with LNG heat source steam generators, that use very little steam recycled water to grow plants that use the co2 and heat for better growth. The LNG can also be made from coal, oil or gas, using the rest of that waste for plastic. Only plant based oxygen escapes to the outside.
The small farms would be paid for by an automatic may back LOW interest loan (because it is automatic).If the 'farmer' can't get a good price for the energy, it can be used on the farm for wood work, drying food, powering machinery, etc..etc...etc...to bring raw materials to a marketable level.
The thing is this included the oil and gas industries, and single source will NOT be able to supply the kind of energy we will need.

VISTA DRAFT, to be able to vote(ALL) and 50% income tax reduction for voting.
This would;
1, Encourage widespread voting (and make it more difficult to stuff boxes if the total vote exceed the population).
2, Allow immigrants a quicker path to citizenship (2 years as opposed to 20), as well as teach them the language and a trade with experience.
3, Vet anyone in the 2 year program to a wide range of others to see that everyone is about the same, as well as kick the jagoffs out.
4, Lower the cost on infrastructure maintenance.

First of all, all the web sites have varied numbers, so most if this info has a fair degree of inconsistency. That is one reason why I leave the last 3 numbers off the figures.
Second, with Nuremburg rules, if there are treatments (Hydroxychloroquine, etc.) (and they work, as they have been shown to) no experimental vaccine can be mandated.
Third, the -total- death growth rate spiked in '13, (to 1.29% from .09%) and has remained consistent (even dropping to 1.12% in '19), so the figures are being tweaked for propaganda.
There are (supposedly) about 332,450,000people in the US now.
The latest info on Covid DEATH for the last few years has shown that 25- even 50% were NOT caused by Corvid, but had traces in body when died.
That makes the 282,000 total down to about 186,000.
186,000 / 332,450,000 = .0006%
18 years and older drops that number to about .0005%
56% ( the number that have received the jab) dropped the working figure further to 139,550,000.
Of those (according to to a recent paper from a Medicare Forensic researcher), the new numbers have shown that 45,000 died within 3 days of poke.
So, does that mean that .0003%% have died from the poke, ... in only 3 days????
And this is just the first side effect (not counting later effects like fluid build up, etc.).
Also, with the later effects affecting the younger more, and the new variants reacting worse to those poked (because it was built specifically for only '19), .0004%(?)
This info is being camouflaged by all the locations, but -I believe- the kid DEATH (cases don't mean shit / see treatments -above- also) from Covid is barely above the single digit in the US for last year.

UN objective needs to change to that of disaster prevention;
(If x amount of people die, in x amount of time, in x amount of space, UN sends in personal. Security Council decides how they are equipped).
This the only world influence on the individual countries.
