Election - May 7, 2022
After much consideration, research and some conversation with Jeryl Hoover, I am throwing my hat into the ring for him as Mayor. I believe that of the choices, he offers the best potential for taking the reins of this important leadership position. He is very accessible, willing to listen and is open to learning. He is an independent thinker, a problem solver, and has the ability to intelligently weigh information and input from the people.
As I have emphasized before, the most important priority is to select candidates who can understand and uphold their sworn oath of office. This oath includes a solemn vow to uphold and defend the U.S. and Texas Constitutions and to protect the people's unalienable rights. All decisions should be considered under this standard. This is particularly critical today, even at our local level. Though at the moment, the unlawful mandates and restrictions of the recent "health emergency" are at a pause, what will our leaders do during the next "emergency"? Until we have leaders that can understand the fundamental principles of the purpose and parameters of government, we will find ourselves in the same soup. Many of our leaders have not fulfilled this lawful imperative, nor have they shown any desire to understand or learn how to do so.
We are fortunate to have several candidates on the ballot who either understand some of these important principles, or have the potential to grasp these concepts by being open to learning. I believe Jeryl Hoover falls in the latter, and I am willing to give him a chance.
If you have not yet voted, PLEASE BE SURE TO DO SO. Our City elections are often poorly attended, especially by the majority conservative voters. As a result, we keep getting the same poor choices. So, don't stay Home! In fact, encourage everyone you know to get to the polls! This is the only way we can bring much needed positive change!
If you haven't seen them already (from a previous email), please find candidate and measure recommendations for your consideration below. Adding to the mix, as mentioned above, I am know suggesting Jeryl Hoover as the best pick for Mayor.
Lastly, City Council Meeting tomorrow (Monday Night). Besides voting, this is the next most important area of engagement that WE the PEOPLE must be an active participant. Hope to see you there!

City Council members (2 positions available)
Vote for James McDonald: James is the strongest candidate running. He is a solid Christian conservative which lots of experience in finance and management and I believe will stand for a tighter budget, relief in taxes. He is a problem solver who is for limited government, protection of unalienable rights and fiscal responsibility. He is firmly against receiving federal dollars that ultimately lays increasing debt upon future generations. He believes the City Fredericksburg's primary responsibility is to "provide reasonable regulation, sound streets, reliable electricity clean water, wastewater collection, sanitation, emergency services, municipal court and parks to its citizens." He is sensitive to the fact that the Council is called to serve the residents who live here, first and foremost. He also understands that it is the City Council who is to give direction and oversee the City Manager. To all those familiar with the City Council/Manager situation, it has been dysfunctional and unhealthy to the transparency and trust needed and owed to the people.
Vote Tony Klein: Tony is running because he is disappointed with how Mayor Kiehne (whom he voted for and is friends with) has been leading, especially in allowing the City Manager to run the town without oversight and direction from the Council. The Mayor and Council have essentially abrogated their responsibilities and decisions to the City Manager. This has been a key issue for the people, and I am pleased to discover that both Tony and James recognize this defect. Tony is Sr. Executive Vice President of Arrowhead bank. He grew up in Fredericksburg, has been on many of the boards in town, and been very involved in the community. I have to say that before sitting down to interview him, I saw his extensive time on local Boards as a negative (is he a "good 'ole boy"?, I wondered). I was pleasantly surprised. I found him to be a common sense, conservative Christian who believes in limited government, against over regulation and overreach. He was against mandatory mask requirements and did not force his employees or customers to wear them. He has sound, valuable insights, as well as finance and leadership experience to bring to the table.
Why I will not vote for
Tom Musselman and Emily Kirchner
Tom Musselman has been on the council for years. Throughout this past two years, he has continued to defend the masking of the people, the mandates, receiving the American Rescue Plan Act Federal Funds tied to Presidential Executive Orders and pervasive government overreach. (These funds were created by printing massive amounts of paper money and as a result is one of the driving forces behind the inflation we are now experiencing. This is an inexcusable burden that will leave a hugh debt for our children, and children's children). He also staunchly defends the Council's maladministration in the handling of this unprecedented federal contract and the abrogation of their decisions to the City Manager.
I will also add, that Mr. Musselman, a high profile Democratic, was quick to join the review board at the school who will read and decide whether the unquestionably inappropriate sexually pervasive books discovered in the school libraries (middle school and high school) by concerned parents, will be eliminated or retained. I have read these excerpts myself, and there is no question that any reasonably minded person would agree that these do not belong in the schools. This has become a hugh issue, and for some reason, the local Democratic party (who actually paid for a full-page ad in the newspaper defending this flat-out pornography) is fighting in favor of these books at full throttle. Many of them have signed up for this library board in what appears to be an effort to keep these books available for the children. I will not vote for Tom Musselman.
I would also not vote for Emily Kirchner. Here's why: I met with Emily personally with several other citizens to get to know her and her views. We had a friendly conversation, and she is very nice. I know there are people that believe she is conservative and she apparently appears to them as a good choice. For me, however, there are too many concerning issues that are problematic. Emily worked for 10 years at the State Capitol in Austin under several very Rhino Republican Representatives, which include Lyle Larson who was considered the most liberal Republican in the Texas House. He consistently received a low ranking from the Young Conservatives of Texas, Texas Right to Life and Texans for Fiscal Responsibility. She also worked for Speaker of the House, Dennis Bonnen, who was caught in a felony act of trying to bribe conservative Michael Quinn Sullivan (head of Empower Texans and Texas Scorecard) to stop calling out weak Republicans.
When she related to us about her time at the Capitol - how she worked her way up as an Aid, to Legislative Director, and finally to Chief of Staff which she held under Bonnen, she spoke rather positively of her bosses and never seemed to indicate any disapproval of their character or actions. The only mention of the corrupt behavior of Bonnen (which ultimately lead to his removal) was said in passing that she was simply out of a job as a result, and so she came to Fredericksburg. When asked if she considered her former employers (the above-mentioned Representatives) to be conservative, she answered "Yes," she believed they were conservatives.
In reviewing her campaign finance report, the majority of contributions (large sums of $1000, $500 and $250) are not from Fredericksburg residents, but rather from out-of-town donors, many from Austin, such as the likes of Lyle Larson and Bonnen, as well as Dallas, Houston, etc. This is also troubling.
For conservatives that planned to vote for Emily, it has been confusing to them why her signs are appearing on the lawn of the head of the local Democratic party and other prominent Democrat lawns. When we asked her about this, she deflected with a story. We asked again, and her answer was that signs don't matter. . . No one pays attention, and studies show they don't make a difference. She also said she can't help it if people want to support her. I asked her if she approached them, or did they approach her. She said that she reached out to them.
And finally, she indicated that it doesn't really matter because she claimed that local elections were not partisan.
I would say that maybe 30 years ago, a local election did not have to be partisan, and most people had pretty similar values, etc. But we are in a completely different reality today. There are hugh foundational differences in the platforms of the two parties. I don't know how a conservative Christian candidate could be OK seeking support from those who are fighting to keep inappropriate reading material that pushes pedophilia, gender ideology, rape, etc. in the schools, as well as mandates, big government, abortion, and accepting federal handout dollars just because.
In summary, as nice as Emily appears to be, and this is not personal, but there are too many troubling issues that makes it not possible for me to cast my vote in her direction.
Constitutional Amendments
Proposition 1
VOTE YES (For)
This Proposition would reduce the school property tax rate of those over 65 years old or disabled residents from the previous year.
Proposition 2
VOTE YES (For)
This Proposition would increase the homestead exemption from $25,000 to $40,000.
Both of these propositions give a little property tax relief. This is mostly bread crumbs when you consider how high appraisals have gotten, and so much real serious remedy needs to be made. However, I would vote YES on these in the meantime.
FISD School Board Election
Vote for Jake Whittington. (1 Year Term) Jake is a solid choice for me. He is a dad, a strong Christian conservative, understands and takes seriously the oath of office to which all elected officers must swear to protect and defend the Constitution and the laws of the United States and the State of Texas. He is outspoken against all of the "woke" ideologies being pushed at schools - Critical Race Theory, Gender issues, pervasively vulgar books in the school libraries, etc. He is will not vote for any Mask or Vaccine Mandates and in fact led the charge last Spring to rally the parents to end the School Mask Mandate.
Vote for Mark Cornett and Matt Seidenberger (3 Year Term)
This is a case of voting for the better of other poorer choices. There are few solid choices for school board. Some choices are very poor, and potentially destructive. Mark and Matt are the best choice from the pack.
$82,000,000 School Bond Election
Proposition A
VOTE NO (Against)
This is probably controversial for some, but I am not in favor of the Bond. Why? Am I against the "FISD KIDS"? No, and I am not trying to be a Debbie Downer, but realistically, I do not believe this is the time to be heading into a $82,000,000.00 debt.
Considering the current global and U.S. economic situation in which many, many factors are inevitably leading to record high inflation, rising food, gas, energy, and construction prices, serious disruptions and breakdowns in the supply chains (again for food, fuel, goods and services, etc.) and devaluation of currencies, it seems it would be prudent to hold off. Families and homeowners are struggling with increasing challenges and the effects of inflation. Many experts are predicting major food shortages, civil unrest and the like. According to Bloomberg, American households will be paying over $5000.00 a year due to inflation. (That was a month ago. Inflation is on a continual uptrend.) We are in a very precarious and uncertain situation unlike anything we have seen before and which can easily deteriorate very quickly. (Think of the 1929 stock market crash, great depression, Venezuela) This is not just a blip and will not go away quickly. I believe this is a time for prudence and at very least, a wait and see approach before committing to such a high dollar project which offers no guarantees. When a storm or hurricane is approaching, you don't run out and take a vacation at the beach.
Before committing to more money for the School District, I would also like to see the schools return to a serious focus on the core priorities of teaching solid basics to the children, which across the country has been sadly falling far behind. Alternately, I would like to be assured any destructive Marxist material (Critical Race Theory, Social Emotional Learning, Gender ideology, revisionist history, pornographic books in the library....), that has been baked into the textbooks and teaching material throughout the country, is not in our FISD schools.
I would also want to be assured that our schools will not be beholden to the dictates of the CDC and other entities that have dictated school closings, mask mandates, testing, quarantining, etc., which has caused more harm to the health, well-being and education of the children.
I also believe the school district (as well as the city and county), need to create more efficient budgets that focus on the core priorities - the absolute "needs" instead of "wants". In a family, you would make sure you had food, clothing shelter, etc. And you don't spend what you don't have.

Last Words on the Bond Issue...
We are told, they do not "anticipate" an increase the TAX RATE. Not only is this not very reassuring language, it is misleading and meaningless without context. You can have the same tax rate as last year but still pay more taxes (as we continue to experience year after year). Why? Simple: As property appraisals continue to skyrocket, taxes will increase UNLESS they LOWER the tax rate to adjust for the increase in appraisal values.
The School has proudly touted that they have kept the same Tax Rate for the number of years. Then why are we paying more and more money each year in taxes? Again, as appraisals go up, as much as 20-25% a year in Fredericksburg, continuing with the same tax rate means we all pay more. It is naive to think you can borrow $82,000,000.00 (that's $82 Million!) and not have the piper to pay. Here's the text of the ballot measure. By law, they are required to state, "THIS IS A PROPERTY TAX INCREASE."
The biggest chunk of our yearly property taxes goes to the school. They believe that they can eventually pay off this bond (and another $12 million dollar debt they have) by the increasing money they believe they will get from the property appraisals which continue to rise, and of course the anticipated new growth in our district. Which again, simply means we will continue to pay more taxes each year.
This is unsustainable for many. For this, and the reasons listed above, I am not in favor of the bond.
