It's clear that there's evidence of a fire, but no proof. You call the fire department and they say, "Can you SEE a fire?" You say no, but I can see smoke and the alarm is going off. They say, "Well since there's no proof, we're not going to go out to the house. Call us back when you have proof."
Now apply that to the election investigation. If there's evidence of impropriety and fraud, why wouldn't you investigate to get the proof?
