Media reports on CCP’s new exit-control regulations missed the two most consequential elements: First, according to the latest NFSC intelligence, all Chinese passports are being incorporated into a single centralized system integrating artificial intelligence, chip-based identification, and blockchain-style records. The system tracks every passport’s use, travel history, destination, and border crossing under Beijing’s direct control. Second, the CCP is implementing AI-driven exit-risk assessments. These evaluate a traveler’s family, profession, government status, destination, overseas relationships, and access to sensitive information. If the last immediate family member attempts to leave China, the system will automatically trigger an alert. For CCP officials, regardless of rank, an even stricter tiered-control system is in place. Compared with ordinary citizens, they face more intensive surveillance, tighter movement restrictions, and automated warning mechanisms. Western governments and citizens must pay attention. For decades, the Chinese Communist Party has exported its ideology, revolutionary tactics, surveillance technology, censorship systems, and political influence while backing forces that deepen division and destabilize Western societies. As a result, the anti-Western, anti-American alliance is rapidly expanding worldwide. The CCP is not merely ruling China. It is working to subvert the free world by exporting its model, influencing political institutions, and capturing leaders and advancing movements aligned with Beijing’s interests. The consequences extend far beyond China’s borders. On July 31, Beijing published new exit-and-entry regulations scheduled to take effect on September 15. The rules authorize the CCP to bar Chinese people from leaving if they are deemed to have violated export-control or technology-transfer rules in ways that threaten industrial or technological security. Citizens accused of harming China’s national security or interests abroad may face exit bans lasting from six months to three years. Foreign nationals may also be barred from entering China for one to five years for allegedly submitting false information during visa applications or border procedures. The regulations follow Beijing’s reported decision to prevent two co-founders of the AI startup Manus from leaving China while authorities reviewed Meta’s $2 billion acquisition. On paper, this is called law. In practice, exit restrictions have existed for decades but were selectively imposed on targeted populations. The new law vastly expands that power, giving the criminal regime broader authority to treat every individual’s knowledge, profession, family, and freedom of movement as property of the state. The law provides the authority. Centralized passport data provides the infrastructure. AI selects the target. Family ties provide the leverage. This is not border management. It is predictive population control. China is the testing ground, and the Chinese people are the subjects of the experiment.
